The gown can be made to your custom measurements or you can order it in standard sizing. It has some stretch and the length will still made to your own height even if you choose to order it in a standard size.

If you put an order for a custom dress then it can be also made with a different train length.

Crinoline horsehair tape
Yes; this kind of tape is attached along the hemline of the lining to make the dress a bit more flared and easier to walk and dance with.
